The CIO could not possibly afford to pay the testing company the full amount upfront. The CIO sent out the code for review and waited for the testers to come back. The testers started, but never finished. The testers never returned the money and the CIO was unable to contact them. Over the next year, the CIO tried to resolve the problem, but the testers continued to ignore him. He had no choice but to release the software to the customers. The release was not successful and the community of developers dispersed. He now spends his Saturday mornings doing administrative duties and does not have the time to work on the project. He has nobody to blame but himself. The company has to fight for their customers and needs a way to close the gap that occurred between the CIO and the community of testers. A solution to this problem would be to have someone else to monitor and control the system for them.
